The Combating Houthi Threats and Aggression Act authorizes the President to impose economic sanctions and visa restrictions against foreign persons who attack international shipping in the Red Sea and Gulf of Aden or provide military support to the Houthi organization. The bill requires the President to submit detailed reports to Congress within 180 days of enactment and annually thereafter documenting Houthi military capabilities, their Iranian backing, attacks on shipping, and violations of UN arms embargoes against Yemen. The sanctions include freezing assets in the United States, denying visas, and revoking entry documentation, with violations subject to substantial criminal and civil penalties. The President may waive sanctions on a case-by-case basis for up to 180 days if determined to be in the national security interest, but must notify Congress 15 days in advance and provide briefings every 180 days while the waiver remains active. The legislation expires five years after enactment.
