This bill establishes a new Government Spending Oversight Committee within the Council of Inspectors General to monitor how the federal government spends large sums of money that were appropriated through major legislation like the COVID-19 relief bills, infrastructure investments, and other major spending programs. The committee will oversee "covered funds" from acts including the CARES Act, American Rescue Plan, Infrastructure Investment and Jobs Act, and the Inflation Reduction Act, among others. The committee's main job is to prevent and detect fraud, waste, and abuse across these programs by conducting investigations, audits, and data analysis, then reporting findings to Congress and the public through a dedicated website. The committee will be led by a Chairperson selected from Senate-confirmed Inspectors General and will include Inspectors General from major departments like Labor, Health and Human Services, Treasury, and Defense, along with an Executive Director and dedicated staff. The committee takes effect on September 30, 2025, and will inherit resources and contracts from the existing Pandemic Response Accountability Committee that previously oversaw COVID relief spending.
