This bill establishes a new Low-Income Household Water Assistance Program to help eligible low-income households pay their water and wastewater bills. The program would be administered initially by the Secretary of Health and Human Services in consultation with the Environmental Protection Agency, with eventual transfer to the EPA after a study is completed. Grants would be distributed to states and Indian tribes using a formula based on the percentage of households living in poverty or spending more than 30 percent of income on housing, with up to 3 percent of funding reserved for Indian tribes. The bill also provides grants to nonprofit organizations to help water systems in rural and underserved areas access program funds. The legislation authorizes $1.1 billion in appropriations to carry out the program.
