The Community Paramedicine Act of 2024 authorizes the federal government to award grants to emergency medical services agencies, state and local governments, and nonprofit organizations to establish and expand community paramedicine programs. These programs deploy specially trained paramedics, sometimes working with other health care providers or social workers, to address health problems in underserved areas and reduce unnecessary emergency room visits by providing mobile integrated health care services. Grant recipients can use funds to hire and retain paramedicine staff, purchase equipment and vehicles, cover medical director oversight costs, and conduct public outreach, with individual grants capped at $750,000 and joint applications capped at $1.5 million over a five-year period. The bill authorizes $25 million annually for fiscal years 2025 through 2029, with at least 15 percent reserved for programs serving Native American communities. The Secretary of Health and Human Services must report to Congress within 90 days on the challenges and benefits of community paramedicine programs, particularly for rural and underserved areas.
