This bill would prohibit the use of Health Savings Accounts (HSAs), Archer Medical Savings Accounts, and other tax-advantaged health accounts from paying for most abortion expenses. The legislation creates narrow exceptions allowing these accounts to cover abortions only in cases of rape or incest, or when the pregnancy poses a physical threat to the woman's life as certified by a physician.
