The bill mandates recertification every 180 days, and if the Secretary fails to recertify, aid funding would automatically stop. The legislation also implements immigration rules that would prevent asylum claims based on climate conditions, environmental damage, natural disasters, or gang violence, and prohibits the Secretary of Homeland Security from finding it is in the public interest to grant asylum to people subject to these agreements.
