This bill would block U.S. economic aid to El Salvador, Guatemala, and Honduras unless those countries agree to asylum cooperation agreements similar to ones signed in 2019 but terminated in 2021. The Secretary of State would have 180 days from the bill's enactment to certify that each country has entered into a new agreement with substantially similar terms, requiring them to accept asylum seekers from the United States. The bill mandates recertification every 180 days, and if the Secretary fails to recertify, aid funding would automatically stop. The legislation also implements immigration rules that would prevent asylum claims based on climate conditions, environmental damage, natural disasters, or gang violence, and prohibits the Secretary of Homeland Security from finding it is in the public interest to grant asylum to people subject to these agreements.
