Referred to the Committee on Oversight and Accountability, and in addition to the Committees on Transportation and Infrastructure, and Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill authorizes the U.S. Postal Service to issue a special semipostal stamp dedicated to Great Lakes restoration efforts. The stamp will cost slightly more than a regular first-class stamp, with the surcharge set at a minimum of 25 percent above the standard postage rate. All additional revenue generated from selling these stamps will go directly to the Environmental Protection Agency to fund the Great Lakes Restoration Initiative, which works to combat invasive species, reduce harmful algal blooms, and restore habitat around the five Great Lakes. The stamps must be issued within 12 months of the bill's enactment and remain available for at least five years, with designs depicting images of each of the five Great Lakes. This funding mechanism allows Americans to voluntarily contribute to Great Lakes restoration simply by choosing to use these stamps for their mail.
