All covered Farm Service Agency employees must receive this training annually starting within one year of the law taking effect, with training available both in-person and through virtual methods like teleconference. The bill also requires the agency to conduct surveys with trained employees and with farmers and ranchers who receive assistance to gather feedback on the program's effectiveness. The Secretary must submit annual reports to Congress detailing how many employees were trained, their job levels, survey results, and the outcomes of the disaster assistance provided.
