The Wounded Warrior Workforce Enhancement Act directs the Department of Veterans Affairs to award grants to colleges and universities to establish or expand master's degree programs in orthotics and prosthetics, the field that trains professionals to design and fit artificial limbs and mobility devices. Individual grants for program establishment or expansion would range from $1 million to $1.5 million and can be used for building facilities, training faculty, purchasing equipment, and providing financial aid to students, with priority given to veterans with limb loss or mobility impairment. The bill also authorizes creation of a $5 million Center of Excellence to conduct research on how to best train orthotics and prosthetics professionals and improve outcomes for veterans and service members. Overall, the legislation provides $15 million for fiscal year 2025 through 2027 for the grant program and $5 million for the research center, totaling $20 million in new funding. The bill requires the VA to issue requests for proposals starting within 180 days of enactment and annually for two years thereafter.
