The Fighting Foreign Influence Act, introduced in April 2024, contains three main provisions designed to limit foreign influence in American politics and policy. First, it requires tax-exempt organizations like think tanks and nonprofits to publicly disclose any contributions exceeding $50,000 from foreign governments or political parties, with this information maintained in a searchable database by the Treasury Department. Second, it permanently bans former members of Congress, senior political appointees, and military generals and admirals from ever registering as foreign agents or lobbying on behalf of foreign entities, expanding existing restrictions that currently allow a one-year waiting period. Third, it strengthens election security by requiring credit card verification information for online political donations and prohibiting registered foreign agents from delivering contributions to federal candidates, while allowing Americans abroad to donate if they provide U.S. identification or voter registration information. The bill affects nonprofits, former government officials, foreign agents, political campaigns, and donors, with most provisions taking effect immediately or within 180 days of enactment.
