The bill authorizes $100 million annually from fiscal years 2024 through 2028 to support this program. The HUD Secretary must establish the program within one year of the bill's enactment and conduct surveys of residents over a ten-year period to assess whether proximity to nearby services and amenities provides perceived benefits to residents. The legislation requires periodic reporting to Congress on survey results and whether key amenities near funded housing units remain available.
