The Heirs Education and Investment to Resolve Succession of Property Act reauthorizes and expands federal programs to help resolve ownership disputes on farmland and forestland with multiple owners. The bill extends the existing heirs property intermediary relending program through 2028 and creates a new cooperative agreement program that provides free legal and accounting services to low-income heirs, veterans, and members of socially disadvantaged groups who are trying to resolve property ownership issues. These services would help heirs qualify for agricultural programs and transition land into or maintain it in agricultural production, with eligible nonprofits delivering the services under contracts with the Department of Agriculture. The legislation authorizes $60 million annually from fiscal year 2024 through 2028 for these legal services, with administrative costs limited to 3 percent of the total funding. The bill also requires the Agriculture Secretary to submit annual reports to Congress on the program's activities and outcomes.
