The Regulatory Early Notice and Engagement Act of 2024 requires federal agencies to publish early notices of any new regulations they plan to develop on publicly accessible webpages within seven days of receiving an identification number from the Office of Management and Budget. These notices must explain what problem the regulation addresses, whether it is legally required, whether existing regulations contributed to the problem, what alternatives to regulation were considered, and must invite public input on how to achieve the regulatory goals most effectively and at lowest cost. The bill directs the Government Accountability Office to create a searchable online database of all these early notices and to report annually to Congress on agency compliance with the new requirements, establishing a 180-day timeline for agencies to set up their regulatory notice webpages. The legislation aims to increase transparency in the regulatory process and give Congress and the public more opportunity to weigh in on proposed rules before they are finalized, though agencies are not required to follow any public recommendations received.
