This bill requires the Secretary of Defense, in coordination with the State Department and Director of National Intelligence, to prepare a comprehensive report within 120 days assessing how the U.S. sharing of defense and intelligence information with Ukraine and European allies has supported American national security objectives during Russia's invasion. The report must evaluate the effectiveness of both classified and unclassified information shared since September 2021, including how Ukraine and partner nations have used this intelligence to defend themselves and whether it has strengthened international relationships and support for U.S. foreign policy goals. The bill also directs the Secretary of Defense to identify best practices from the Ukraine conflict that could be applied to future crises in other regions and to examine internal processes for information sharing across the Defense Department, State Department, and intelligence agencies. Additionally, the Secretary must brief Congress within 180 days on these findings and provide recommendations for new authorities or resources to improve information sharing in future conflicts. The legislation reflects congressional interest in formalizing and potentially expanding the intelligence-sharing practices that administration officials credit with significantly aiding Ukraine's defense.
