This bill requires mortgage lenders and servicers to provide language access services to borrowers who have limited English proficiency. Within 90 days of enactment, the Consumer Financial Protection Bureau must create a standard language preference form available in the eight most commonly spoken languages among limited English proficient individuals, and must identify which mortgage documents are vital to borrower understanding. Lenders and servicers must include this form with mortgage applications and loan documents, provide translations of vital documents in the borrower's preferred language, offer qualified oral interpretation services, and notify borrowers of available language services within 10 business days. The bill also requires federal agencies to translate vital documents into at least 12 languages total and establish a joint website with translation resources and mortgage glossaries to help both consumers and industry participants. Agencies must report annually to Congress on progress and recommendations, and housing counseling agencies can receive funding to support language training for their staff.
