The legislation also expands eligibility for federal TRIO programs and other college preparation initiatives to specifically serve homeless and foster youth, requiring participating institutions to report on how many such students they serve and what strategies work best for retention. Additionally, homeless and foster youth would be eligible for in-state tuition rates at public colleges regardless of where they live, and would receive priority for federal work-study jobs. The Education Department would have 120 days to issue guidance to colleges on serving these populations and must conduct annual training for college staff, with a comprehensive report to Congress required within one year and every five years thereafter.
