It will also review existing federal, state, and local tax incentives that encourage solar development on farmland and evaluate whether incentive programs effectively steer solar projects toward previously developed lands like contaminated sites or landfills instead. The Agriculture Secretary must consult with farmers, ranchers, conservation organizations, and universities while conducting this research. The Secretary is required to submit a report to Congress and release it publicly within two years of the bill's enactment.
