The Loggers Economic Assistance and Relief Act establishes a federal payment program to help timber harvesting and timber hauling businesses recover from revenue losses caused by major disasters, including natural disasters and insect infestations. Eligible businesses that experience at least a 10 percent decline in gross revenue during any 30-day period or quarter compared to the same period in the previous year would receive payments equal to 10 percent of their lost revenue, which must be used for operating expenses. The program is administered by the U.S. Department of Agriculture's Farm Service Agency and requires the agency to issue regulations within 30 days and submit annual reports to Congress detailing all payments made. The bill authorizes $50 million in funding for each of fiscal years 2024 and 2025. The legislation was introduced in May 2024 by Representatives Golden of Maine, Stauber, and Pingree and was referred to the House Committee on Agriculture.
