Both strategies must be updated every three years for 12 years and include assessments of their effectiveness. The legislation emphasizes that strengthening the DRC's governance and reducing dependence on Chinese mining operations serves American economic and national security interests, particularly given the country's vast reserves of minerals essential to U.S. industries.
