The STRIVE Act of 2024 directs the Government Accountability Office and the Secretary of Veterans Affairs to investigate and report on racial, ethnic, and gender disparities in VA disability benefits. The bill stems from findings that Black veterans are approved for disability benefits at significantly lower rates than white veterans and face higher rates of disciplinary actions in the military. The GAO must submit a report within 180 days analyzing 15 years of discharge data and disability benefit applications broken down by race, ethnicity, and gender, while the VA Secretary must submit a report within one year identifying the causes of disparities and develop a three-year plan to address them. The VA Secretary must then implement this plan immediately and publish annual reports on progress. The legislation affects all former military members seeking VA disability benefits and aims to increase transparency and accountability in the VA benefits system.
