The bill defines antisemitism as a perception of Jews expressed as hatred toward them, encompassing both verbal and physical manifestations directed at Jewish individuals, their property, community institutions, or religious facilities. Colleges must also report what actions they took in response to each incident. Additionally, the legislation requires institutions and organizations receiving federal grants after the bill's enactment to sign an annual statement acknowledging that intentional violations of federal discrimination laws will result in losing all federal funding. The bill applies to all institutions of higher education that already report crime statistics under existing federal law.
