The GREEN Appraisals Act of 2024 requires federal mortgage agencies to help borrowers include energy efficiency and renewable energy information in home appraisals when applying for mortgages. The law applies to all residential mortgage loans backed by federal agencies including the FHA, Veterans Affairs, Fannie Mae, Freddie Mac, and the Rural Housing Service. Lenders must disclose to borrowers that they can provide energy reports and request that appraisers consider this information when valuing a property, though the appraisal can be higher, lower, or unchanged based on the energy data. Starting March 1, 2026, lenders must accommodate appraisals that incorporate energy reports when borrowers consent, and appraisers must complete at least seven hours of training on evaluating energy information before they can conduct these appraisals. The relevant federal agencies have two years from enactment to establish joint guidance and require lenders to use systems compatible with these new appraisal practices.
