The Advancing Opportunity for Hibernians Act would expand the E-3 nonimmigrant visa program to include Irish nationals, allowing them to work in the United States on a basis of reciprocity as determined by the Secretary of State. Currently, the E-3 visa program is available only to Australian citizens. The bill would cap Irish E-3 visa approvals at a number equal to the difference between 10,500 total E-3 visas available annually and however many visas are actually used by Australian nationals in the prior year, meaning the combined total would not exceed 10,500 per fiscal year. Employers hiring Irish nationals on E-3 visas would be required to participate in good standing in the E-Verify employment eligibility verification program. The numerical limits would apply only to principal visa holders and not to their spouses or children.
