To amend the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Assistant Secretary for Mental Health and Substance Use, to establish grant programs to promote mental health in schools, and for other purposes.
The Mental Health in Schools Act establishes two federal grant programs to expand mental health resources in schools across the country. The School Mental Health Awareness Grant Program funds schools to create or expand mental health education curricula that teach students to recognize mental health conditions, access available services, and develop emotional management skills, while also training teachers to deliver this content. The Mental Health Career Promotion Grant Program provides grants to expose high school students to careers in mental health through internships, mentorships, and interactions with mental health professionals, helping to build the future mental health workforce. Eligible applicants must be partnerships involving state and local educational agencies working together with community mental health providers or other community organizations. The legislation authorizes $50 million annually for each program from 2025 through 2029, with grants awarded for five-year periods that can be renewed, and requires recipients to evaluate their programs and report results to Congress.
