To amend the Justice for Victims of Trafficking Act of 2015 to require abortion providers to notify the National Human Trafficking Hotline of victims of trafficking, and for other purposes.
This bill would require abortion providers to notify the National Human Trafficking Hotline within 24 hours if they reasonably suspect a patient is a victim of human trafficking. The Secretary of Health and Human Services would then be required to inform the Attorney General within 24 hours, who would notify state and local law enforcement agencies. Abortion providers who fail to report suspected trafficking victims would face fines of up to $10,000 per violation and up to six months in prison. Additionally, the bill mandates that abortion providers conduct annual training on human trafficking identification for all employees and submit annual certifications of completion to federal authorities, with noncompliance resulting in $1,000 daily fines. State attorneys general would be empowered to bring civil lawsuits against abortion providers who violate these requirements.
