The Caring for Mothers Act of 2024 would allow pregnant women and new mothers who are placing their babies for adoption to receive health insurance coverage through the health insurance plan of the person adopting their child. Under this bill, a woman who is pregnant or gave birth within the past six months could be enrolled in her child's adoptive parent's health insurance plan, provided both parties submit a signed request to the insurance company. The coverage would be limited to pregnancy-related care, postpartum care, and mental health and substance use disorder services, lasting up to one year after the child's birth or until either party requests to end the coverage. The bill would apply to group health plans and individual health insurance policies and would take effect for plan years beginning on January 1, 2025. The legislation does not require any adoption to actually take place and includes no penalties if the adoption does not occur.
