This bill requires the Secretary of the Army to report to Congress if the Army's "Total Army Analysis" assessment of its force structure excludes certain domestic missions. Specifically, the Army must explain why it excluded Defense Support of Civil Authorities missions or Very Important Personnel Protection Support Activities, and analyze what risks to homeland security result from leaving these missions out of the assessment. The reporting requirement takes effect 180 days after the bill becomes law. The legislation does not authorize any new funding or create new programs, but rather adds a transparency and accountability requirement to an existing Army planning process. This bill affects how the Army plans and justifies its force structure decisions regarding domestic emergency response capabilities.
