This bill directs the Secretary of the Army to designate the Deputy Under Secretary of the Army as the principal official responsible for overseeing the Army's explosive ordnance disposal (EOD) enterprise. The Deputy Under Secretary would manage planning, programming, budgeting, and execution of EOD operations, including providing strategic direction for funding personnel, training, equipment, and research and development. The designated official would also oversee EOD support provided to the President, military commanders, military installations, and civilian law enforcement agencies across all types of military operations. The bill requires the Deputy Under Secretary to provide an annual briefing to Congress on the status of the EOD enterprise, including personnel numbers and types and estimated funding needs. The legislation takes effect 180 days after it is signed into law.
