Referred to the Committee on Homeland Security, and in addition to the Committee on Oversight and Accountability, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would give the Secretary of Homeland Security the ability to bypass standard federal hiring procedures when filling positions at two immigration agencies: U.S. Citizenship and Immigration Services and U.S. Immigration and Customs Enforcement. Specifically, the Secretary could hire candidates directly for critical positions without following the usual competitive hiring rules, provided public notice is given and the Office of Personnel Management is consulted about recruitment and selection methods. The bill affects immigration officers, asylum specialists, and deportation officers who handle refugee processing, asylum cases, field operations, and enforcement activities. The direct hiring authority would last for five years from the date the bill becomes law, after which it automatically expires. The Secretary must report to Congress annually for those five years with information about who was hired under this authority, including demographic data, salaries, and how the department ensured fair hiring practices were followed.
