This bill requires Facility Security Committees, which oversee security at federal buildings protected by the Federal Protective Service, to formally respond to security recommendations within 90 days of receiving them. Committees must tell the Department of Homeland Security whether they will accept or reject each recommendation and explain the financial costs and benefits, and if they reject a recommendation, they must justify why they are willing to accept the resulting security risk. The Secretary of Homeland Security must track these responses, ensure timely compliance, and submit annual reports to relevant congressional committees summarizing recommendation trends, acceptance and rejection rates, and financial impacts, along with a one-time report on surveillance technologies recommended by the Federal Protective Service. The law applies to General Services Administration facilities and other non-GSA buildings that pay for Federal Protective Service protection, but it does not authorize any new funding to implement these requirements. The Act automatically expires five years after enactment, at which point the Government Accountability Office must report to Congress on how effective the law was.
