This bill increases criminal penalties for fraud, theft, and bribery involving federal programs and adds new audit requirements for school lunch programs. The fraud penalties section doubles the maximum prison sentence from 10 to 20 years for those convicted of stealing from or taking bribes related to federally-funded programs, and raises potential fines to either $250,000 or twice the value of property involved in the crime, whichever is greater. The bill also requires schools and other organizations that operate the summer food service program to undergo annual audits by independent third-party auditors, who must report their findings directly to the Department of Agriculture. These audits cannot be conducted by the institutions themselves or their affiliated organizations. The legislation is intended to strengthen oversight and enforcement across federal assistance programs while ensuring greater accountability in school meal programs.
