The GOSAFE Act would restrict the manufacture, sale, transfer, and possession of gas-operated semi-automatic firearms and high-capacity ammunition magazines (those holding more than 10 rounds). The bill defines gas-operated firearms using technical language encompassing various firing mechanisms and creates a federal registry of prohibited firearms to be published by the Attorney General within 180 days of enactment. Existing lawfully-owned firearms would be grandfathered in, though they could only be transferred to immediate family members through licensed dealers. The bill exempts certain firearms including .22 caliber rifles, single-shot weapons, bolt-action and pump-action guns, and handguns with fixed magazines of 15 rounds or fewer. New semi-automatic firearms would require Attorney General approval before manufacture and sale. Violations would carry penalties of up to $5,000 fines and 12 months imprisonment per offense, with enhanced penalties of 2 to 10 years if the prohibited firearm is used in another federal crime. The bill also allows use of existing federal crime-fighting grants to fund buy-back programs for these weapons and ammunition devices.
