To direct the Secretary of the Interior to establish a pilot program for a Federal and State multi-entity pass accepted by one or more Federal land management agencies and one or more State land management agencies, and for other purposes.
The ROAM Act directs the Secretary of the Interior to create a pilot program offering a combined pass that provides access to both federal and state parks and outdoor recreation areas in the National Park Service's Southeastern Region. The Secretary must establish partnership agreements with state land management agencies within two years, determining pass pricing, revenue sharing, costs, and benefits while ensuring neither federal nor state governments lose revenue compared to selling separate passes. The pilot program will operate for up to three years, with the Secretary's authority expiring four years after the first partnership agreement takes effect. Within five years, the Secretary must report to Congress on the pilot program's results and recommend whether to expand it nationwide.
