This bill aims to reduce housing supply shortages by helping states and localities reform zoning and land-use regulations that restrict housing development. The legislation directs the Department of Housing and Urban Development to provide technical assistance to states and communities seeking to adopt zoning reforms, such as allowing more multi-unit dwellings, reducing parking requirements, and streamlining approval processes. The bill requires HUD to publish guidelines and best practices within three years and establishes that the federal government will not preempt local zoning authority. The legislation also modifies tax credit programs to prevent local opposition from blocking affordable housing projects and establishes grant programs for mapping zoning codes nationwide and creating pre-approved affordable housing designs. The bill authorizes approximately $33.5 million in funding over fiscal years 2025 through 2029 to support these initiatives.
