The VA Housing Loan Forever Act of 2024 allows eligible veterans to pass their unused VA housing loan benefits to family members, including spouses, children, grandchildren, and other direct descendants. The bill targets veterans who served between January 1, 1944, and December 31, 1977, and never used their housing loan benefits during their lifetime. Living veterans can voluntarily transfer their benefits to chosen family members, while for deceased veterans, eligible family members can apply to receive the benefits during a ten-year window beginning one year after the law takes effect. Once transferred, legatees can use the housing benefits immediately and are treated as veterans for loan purposes, though they cannot further transfer the benefits to others and must pay standard loan fees. The Department of Veterans Affairs has one year from enactment to develop regulations implementing the program.
