The bill streamlines application processes for small-scale and urban farms, offers premium discounts of 25 to 50 percent to encourage farmers to switch to revenue-based insurance within three years, and extends a 35 percent premium discount to farmers who have previously used the assistance program. Additionally, the legislation directs the federal government to develop a new simplified single-index insurance policy available nationwide that covers agricultural income losses from weather events like drought, flooding, and extreme heat, with a report due within one year on its feasibility. The bill also expands the list of eligible crops, raises assistance limits to $600,000 for certain farmers, and requires better outreach to beginning farmers, veterans, and socially disadvantaged farmers.
