This bill requires the Environmental Protection Agency to evaluate the full lifecycle greenhouse gas emissions from burning forest biomass to generate electricity whenever the agency develops related environmental rules and regulations. The legislation also directs the EPA to conduct a comprehensive study within one year on how forest biomass production affects nearby communities, examining air quality, noise, dust, and pollution from wood pellet mills, processing facilities, and harvesting operations. The study must collect data on air quality measurements, the demographic and socioeconomic characteristics of affected communities, and compliance records at biomass facilities. Within 60 days of completing the study, the EPA must report its findings to Congress and the EPA's Science Advisory Board. The bill aims to ensure that environmental and health impacts on communities near forest biomass facilities are properly assessed before related EPA regulations are finalized.
