The Student Veteran Debt Relief Act of 2024 would modify how the Department of Veterans Affairs handles overpayments made to veterans and eligible persons receiving educational benefits. The bill protects veterans and educational institutions from liability for overpayments caused by errors made by the VA or the Department of Defense in determining eligibility for education assistance. If an overpayment would prevent a veteran from continuing their education, the VA must first consider a hardship waiver before attempting recovery, and if recovery is unsuccessful, must work with the veteran to establish a payment plan instead. The bill applies only to overpayments identified within ten years of when they occur and after January 5, 2021. This legislation primarily affects student veterans, eligible dependents using VA education benefits, and the schools where they study.
