To amend title 18, United States Code, to establish a uniform 2-year post-employment ban on the lobbying of any officer or employee of the executive branch or any Member, officer, or employee of Congress by former executive branch officials and former Members, officers, and employees of Congress, and for other purposes.
The Block the Revolving Door Act creates a uniform two-year ban on lobbying for all former government officials, including executive branch employees, members of Congress, and legislative staff. Previously, different rules applied to different groups of officials, with some facing only one-year restrictions or no restrictions at all. Under this bill, former government officials at all levels would be prohibited from contacting any executive or legislative branch official on behalf of a third party to influence government action for two years after leaving office. The legislation consolidates existing post-employment restrictions and eliminates separate, less stringent rules that previously applied to some positions. Violations would be punishable under existing federal penalties for unlawful lobbying.
