The Foreign Research Transparency Act of 2024 requires that organizations receiving federal biomedical and behavioral research grants from the Department of Health and Human Services must ensure they have full access to all research information from any foreign partners they work with, including raw data, databases, notes, and progress reports. The law applies to any primary grant recipient that contracts with foreign entities to conduct research activities. If a grant recipient fails to comply with these transparency requirements, federal agencies can withhold remaining grant funds, block the recipient from receiving future federal funding through the System for Award Management, and require the recipient to return all grant money if they do not come into compliance within 180 days. The Secretary of Health and Human Services, the HHS Inspector General, and the Director of the Office of Management and Budget are authorized to determine whether recipients have violated these requirements and enforce the penalties.
