The legislation requires federal agencies to close DEI offices, terminate chief diversity officer positions, and prohibit funding for diversity-related training courses within 90 days. It also rescinds several executive orders related to advancing racial equity and preventing discrimination based on gender identity or sexual orientation. The bill applies these restrictions to federal contractors, grant recipients, and cooperative agreement partners, requiring them to include clauses prohibiting DEI practices in their agreements with the federal government. It extends restrictions to educational accreditation standards and repeals specific DEI-related programs at the Departments of Defense, Homeland Security, Health and Human Services, and other agencies. The legislation includes exceptions preserving Equal Employment Opportunity offices and offices enforcing the Americans with Disabilities Act as historically operated. Any person alleging a violation can file a lawsuit in federal court and recover minimum damages of $1,000 per violation per day, plus attorney's fees and other relief.
