This bill authorizes the Department of State to create a new Negotiations Support Unit to serve as a central hub for expertise in diplomacy, peace negotiations, and conflict mediation. The unit would advise the Secretary of State and other diplomats on negotiation strategy, support peace processes both led by the United States and by international partners, and help train Foreign Service officers in negotiation and mediation skills. The legislation reflects Congress's view that the United States should strengthen its diplomatic capabilities and ensure that peace processes meaningfully include women, youth, and other affected communities. The bill authorizes $5 million in funding to establish this new unit within the State Department. The unit would also collaborate with other governments, international organizations, and nonprofits to advance U.S. peace and negotiation policies worldwide.
