This bill would temporarily block commercial offshore wind energy development in the Columbia Management Area, a region off the Pacific Coast, unless federal officials determine that such projects won't harm marine life and fishing communities. Before any wind projects can move forward, the Comptroller General must complete a study within 120 days of the bill's enactment to evaluate whether existing environmental review processes by the National Marine Fisheries Service, Bureau of Ocean Energy Management, and other agencies are adequate. The study must examine potential impacts on marine mammals, fish, shellfish farming, commercial and recreational fishing industries, air quality, tribal resources, tourism, and fishing-dependent communities, as well as whether federal agencies properly consult with local stakeholders and allow sufficient time for public comment. The bill essentially puts a conditional hold on offshore wind development in this area pending completion of this environmental assessment and a finding that the projects pose no adverse impacts.
