The Weatherization Enhancement and Readiness Act of 2024 creates a new federal program to help prepare low-income homes for weatherization improvements by addressing structural and safety issues that currently prevent or delay work. The bill directs the Secretary of Energy to establish a weatherization readiness program within one year that will provide grants to states and tribal organizations to fix problems like roof leaks, electrical hazards, plumbing issues, and environmental dangers before standard weatherization measures can be safely installed. The legislation also increases the average cost limit for weatherization projects from $6,500 to $12,000 per home and removes certain restrictions on how weatherization assistance can be combined with other federal programs. The bill authorizes fifty million dollars annually for fiscal years 2025 through 2029 to fund the readiness program, with no more than 15 percent of grant money allowed for administrative expenses.
