The SHIELD Act of 2024 directs the Secretary of Defense to establish a year-long pilot program teaching military members how to safely and responsibly interact with digital information. The training curriculum will cover topics such as identifying misinformation, conspiracy theories, and hate-based ideologies, assessing the credibility of online sources, protecting personal information, and recognizing information-based security threats. The program will recruit a geographically and demographically diverse sample of military personnel and test three different training delivery methods—in-person, virtual, and hybrid—in equal amounts. After the pilot program concludes, the Secretary must survey participants and instructors, then submit a report to Congress within 180 days with findings on which training method works best and recommendations for establishing a permanent training program. The bill does not specify direct funding amounts, with all implementation costs absorbed within existing Department of Defense budgets.
