Referred to the Committee on Oversight and Accountability, and in addition to the Committee on Science, Space, and Technology, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The AI LEAD Act establishes a comprehensive federal framework for managing artificial intelligence across government agencies. It creates a Chief Artificial Intelligence Officers Council chaired by the Director of the Office of Management and Budget, which will oversee AI innovation, ensure responsible development, and coordinate government-wide AI practices and risk management. Within 45 days of enactment, each major federal agency must designate a full-time Chief Artificial Intelligence Officer at a senior level to manage the agency's AI systems, develop risk management plans, and ensure AI systems comply with privacy, security, and civil rights standards. The bill also requires agencies to establish AI Coordination Boards and develop comprehensive AI strategies addressing workforce development, bias mitigation, and responsible deployment. The Government Accountability Office must report to Congress within two years on the effectiveness of these new structures, the costs and benefits of federal AI implementation, job impacts, and how agencies protect against bias and privacy violations. The entire law automatically expires 90 days after the Director issues updated guidance on AI governance within five years.
