This bill requires the Attorney General to publish an annual list of federally licensed firearms dealers that have sold a high number of guns later recovered at crime scenes. Specifically, dealers qualify for the list if they sold at least 25 firearms over a three-year period that were recovered by law enforcement within three years of their retail sale. Once listed, these dealers would be prohibited from receiving federal government contracts for a period covering the current year and the two preceding years. The Attorney General must release the first list within 120 days of the bill's enactment, with updates coming annually thereafter. The bill does allow the Defense Secretary or Homeland Security Secretary to request a waiver from the Attorney General for national security reasons, with Congress notified of any waivers granted. The contract ban would take effect 180 days after the law is enacted.
