The State Industrial Competitiveness Act of 2024 would establish a new federal program providing financial assistance to states and Indian tribes to help manufacturers improve energy efficiency and competitiveness. Under the program, states and tribes could use federal funds to offer technical assistance and support to manufacturing facilities for energy audits, implementation of energy-saving measures, emissions reductions, water efficiency improvements, and adoption of advanced manufacturing technologies like artificial intelligence and additive manufacturing. The legislation authorizes $100 million annually for fiscal years 2025 through 2029, with at least 5 percent set aside for Indian tribes and Alaska Native communities, and includes limits to ensure funds support both energy studies and implementation efforts while capping administrative costs at 10 percent. States and tribes would work with qualified engineering firms to conduct facility assessments and track program results, with individual manufacturers generally limited to receiving no more than $100,000 or 5 percent of available state funding.
