The Protect Our Mail Act of 2024 restricts the U.S. Postal Service from closing, consolidating, or downgrading mail processing and distribution centers unless specific conditions are met. The Postal Service cannot proceed with such actions if a facility in that state failed to meet 2023 performance targets for on-time mail delivery, or if the closure would leave no processing center within the state or within 125 miles of the affected facility. Before taking any action, the Postal Service must submit a proposal to the Postal Regulatory Commission, which has 180 business days to review whether the closure would negatively impact state mail service. The bill also gives customers and businesses regularly served by affected facilities the right to appeal closure decisions to the Postal Regulatory Commission within 180 days, and requires the Postal Service to notify the public about appeal rights on its website and at affected locations within 7 days of announcing a closure decision.
