This bill amends federal law to clarify and expand support for family resource centers as part of community-based prevention services under the Social Security Act. A family resource center is defined as a community or school-based hub that offers support and services to families using a strengths-based approach, provides low-cost or free assistance, and helps build peer support networks to reduce family isolation and stress. The changes allow states to count spending on family resource center services toward their existing categories of family support, family preservation, family reunification, and adoption promotion services. The legislation takes effect on October 1, 2026, giving states time to update their plans and legislation as needed to comply with the new requirements.
